Is the 30th the day the book actually becomes available? If we pre-order are we guaranteed to receive it before the launch party?

I only ask because I'm a sucker for getting authors to sign their books if possible, and I got stung on Irish Blogger Twenty Major's book earlier this year, the pre-order had it arriving a week late and I missed the op to get it signed....
